This is the submission I had made to the ” Select Committee on Ontario in Confederation ” – which was put in place by the Ontario Government ( Premier at the time – Hon. Bob Rae ) under the Legislature resolution.
It is of interest to me – an example of my varied write-ups – expressing my views in this wonderful free country.

Dear Sir/Madam
I was thrilled to receive in the mail, recently a Public Discussion Paper titled ” Changing For The Better ” prepared by the Ontario Government . This came as a surprise as with so many studies going on in the country , this is the first time I was made part of this important discussion . I am an Immigrant , of minority origin , and am in this country since 1974. I have taken part in many a public service activities and individually have made numerous friends and acquaintances. However , when , it comes to recognition and/or getting picked for further posts /position it seems one gets bypassed. Mostly this is Inadvertently and as if people seem to not notice one’s commitment, ability and/or vigour . Thus I am thankful to Premier Bob Rae for at least reaching out to people like us who have become part of this beautiful and advanced country.
In my experience during many travels in all parts of the country , this seems to be the main weakness in this country. There is so much non-recognition of French people . Uptil recently , and even now , in many organizations (including governmental) there was no proper representation of the French . All powerful positions were/are in the hands of the Anglo-Saxons.
THIS IS NOW PLAYED AGAINST THE VISIBLE MINORITY.
The French in Quebec have since last few years taken drastic corrective actions to bring about their rightful place in at least their corner of the country. However, in their haste , they , in turn, seem to forget the MINORITIES (Including the natives and the Visible minority). The mistrust , which the Quebecers have, against the English is quite recognizable.
The question at present that the country is facing , is how to win the trust of the French citizens of this country. After all, they make one of the original founders of this country . There are so many contradictory responses one hears from all corners of the country . Some are patronizing, some are pleading and then others are downright insulting.
if only the rest of the country can just listen to the French demands ! As an immigrant, I think I can empathize as to what the Quebecers as well as the French outside Quebec want. I submit that what they want is equality, equal opportunity, respect, acceptance of them as real citizens of this country. This is what the natives want. This is what I want. None wants charity, patronizing attitude. English Canada has to come to grip with this reality.
This is the crux of the problem. Similarly , the natives have similar experience. Hopefully, the visible minorities will be spared from this kind of mistrust.
Now the dice have been rolled . The Quebecers have made their needs known. The Canadian Constitution requires to be changed to accommodate reasonable needs of the second most important founding fathers of this country. The question is – is it too late? Whatever the English Canada offers will be suspect.! If we are to remain one nation then all of us should support each others. We cannot be English-Canadian, French-Canadian, Indo-Canadian, Chinese-Canadian etc. We should all be Canadian and should be able to relate to each other rather than to the British, French, American and others far away from our shores.
In order to build a bridge, I sincerely believe that Ontario has a pivotal role to play. These are difficult times but none-the-less very important times in the history of this great nation. Can Ontario fulfill this important role? I think it can.
Ontario is already in the forefront of giving due recognition of its French citizens, is moving towards giving due respect to its minorities and hopefully will settle native claims with due justice. Ontario is a progressive province of Canada. It is rich, powerful and has the ability to innovate solutions, and if need be, it will make necessary sacrifices for good of the nation.
What should the new Canada be? How it should re-constitute itself so as to be most democratic and progressive nation? This should make us all proud – the English, the French, the natives, the minorities and all citizens. I m sure when all experts , political leaders and distinguished citizens get together they will come with acceptable constitution.
I am an ordinary citizen and then not one of one of the founding races . However, I will take liberty to express , in as succinct a manner as I can , my vision as to how this country should be constituted.
The words and poetry , the emotions and patriotism, the backdrop of excitement and adrenaline are all there. However, I will rely on the good faith of all people to take this presentation as a constructive contribution to this discussion paper.
I submit that the renewed Canada shall be based on the following fundamental principles . These principles. I pray will be enshrined in the new Constitution in as forceful and clear manner as can be done.
1) Canada is basically comprised of two founding solitudes .
a) English based on the British tradition
b) French based on the French tradition
However, these solitudes are supplemented ( right across both the solitudes ) by the following two important pillars of this country
c) the original peoples of this land (the natives)
d) the multicultural peoples from all parts of the world.
2) Canada is basically comprised of five (5) geographical entities.
a) Ontario
b) Quebec
c) Atlantic
d) West
e) North
These should form the provinces of the country . At present, there are too many provinces . These is historical reason for these. However, the new reality and modern needs lead to consolidate the number of provinces in the country.
3) There should be only one official language in each province .
a) in Ontario – English
b) in Quebec – French
c) in Atlantic – English
d) in West – English
e) in North – English
The historical rights of minority language usage shall be preserved. The use of any language side by side with an official language should be permitted without suppressing freedom of such use.
4) Then rights of residence in any part of the country shall be automatic.
5) Free flow of goods and services right across the country shall be automatic. No local governments shall restrict procurement of goods and services from a particular region of the country.
6) Canada shall have a CENTRAL government supplemented by a provincial government in each of the five regions .
I submit that there is no need for a senate but others may have other options.
All Queens’s representatives shall be elected directly by the public and not appointed by the respective government.
7) The Central Government shall have distinct powers such as :
a) Citizenship (including Charter of Rights)
b) Overall immigration Policy
c) Customs
d) Defense
e) Foreign Affairs
f) Post Office
g) National Security (including RCMP)
h) Atomic Energy
i) Currency and National Economy
j) Equalisation (regional development)
Quebec shall have distinct power to represent Canada in the French Commonwealth. In that light , it may have powers to dispense say, 10% of the foreign aid.
8) There should be only one Canadian flag. There should be no provincial flag . Canadian flag may incorporate Fleur-de-lie in one corner of the flag to recognise distinctiveness of Quebec.
9) There should be no duplication of governmental services, That should eliminate provincial missions in overseas countries.
10) Finally, once a new constitution is agreed upon and accepted by all, there should be no more threat of further referendums and continual threat to the Canadian unity. A process shall be clearly written down as to how further changes and at what time period such changes can be addressed.
I hope that you will accept the above submission as one of the constructive proposals and pray that you may find some usefulness in it. In any case, this is my feeling about this country. Canada is a great country , very modern and progressive, Let us keep it that way for ourselves and our future generations.
